Probably not. I don't write it in fic, usually, but I have to admit that I use it as a backdrop while RPing. It's as useful a framing situation as anything else. 'The important thing is the interaction between these two characters, so we will make sure they're doing something boring but necessary in the background so we have an excuse for them to be there and therefore start interacting, anyway.' Trite and well-worn, perhaps, but if the interaction, the meat of the scene, that comes out of it is good and interesting, I can survive a trite and well-worn set up.
There's also always the possibility that a Transformer will intentionally make paperwork more difficult because it serves their purposes. For example, Long Haul dislikes hauling things. So he could, theoretically, make requisitioning the things he needs to haul as difficult as possible for other people so that (a) he can torture other people for torturing him, (b) he can put off hauling the things, and (c) hopefully, some people will get sick of the process and flat give up or get it their own darned selves.
Perhaps it is a British thing. "Weed" is a perfectly good insult in the lines of something feeble and lacking in vitality. To quote Molesworth; 'thou art a weed and a wet and I shall utterly tough you up."
