Well, they can't be at each other's throats *all* the time, eh? Are they in character?
Megatron's not wearing wellies. They're kinda galoshes; in this case, they're basically transparent acid-proof marshmallows. They're the kind of thing you can step into and kick off without having to handle. Starscream's not wearing any, since wouldn't want anything clogging up his thrusters [and I'm working with the idea that his armour is ceramic-composite and considerably more acid-resistant than the norm]. It just wasn't a mentionable point.
